Daycare and Preschool in Portugal: Americans and Britons
By Emilia Perez

Portugal has two stages before school. Creche takes children up to age 3, and free creche places are requested through Segurança Social’s portal, while pré-escolar is optional from age 3 and is enrolled through the education network. This guide is for American and British parents and reads the same for both; it is a reading of two official pages, not legal advice.
We read the Segurança Social page on Creche Feliz and the pre-school articles of Despacho Normativo 7/2026 on Diário da República on 19 October 2026. The latest dated item is the Creche Feliz page, marked updated on 21 April 2026; the despacho is dated 14 April 2026. For school from age 6, see our guide to enrolling a child in school.
What is Creche Feliz and who is it for?
Segurança Social describes Creche Feliz as the free creche network: it “garante creche gratuita”, guarantees a free creche, in creches of the solidarity network, public creches or those that joined the pool of participating creches. The page says it is for children up to 3 who attend:
- creches and family creches of the solidarity network;
- creches and family creches of the Santa Casa da Misericórdia de Lisboa;
- Segurança Social childminders (amas);
- for-profit and public creches that belong to the pool of participating creches.
The page does not say that a creche outside these groups is free or what it costs. It lists several laws behind the measure, among them Portaria 198/2022 and Portaria 305/2022 on extending free creche.
How do I ask for a place?
Segurança Social says that from 9 April 2026, requests for places in creches covered by the free measure are made only online, through the Segurança Social portal. The portal service lets citizens search for places and manage creche applications.
One exception concerns the social-sector creches (IPSS, Misericórdias and similar). Applications made in person before that date and already confirmed by the creche are taken into account case by case, and no online request is then needed.
We did not read how to sign in as a newcomer. Our guide to the NISS covers the Social Security number, and you can read our first-year guide for the order of the other tasks. Whether you need a NISS for this request is not stated on the page we read.
Who gets priority for a place?
The page lists priorities for a place. Among them, in the page’s order:
- children who attended the creche the year before;
- children with a disability or incapacity;
- children of minor student parents, of parents receiving independent-living support, of recognized main informal caregivers, or in foster care or a shelter;
- children with siblings in the same household who attend the same creche;
- children receiving the Garantia para a Infância benefit or the child allowance (first and second brackets) whose guardians live and work in the creche’s area;
- children in single-parent or large families whose guardians live and work in the creche’s area;
- other children whose guardians live and work in the creche’s area.
The text we saved is cut between the fourth and fifth items, so the list may contain an item we did not read. Several priorities depend on living and working in the creche’s area, which is worth knowing when you choose where to live.
What are the age cut-offs for creche and pré-escolar?
| Child turns 3 | What the pages say |
|---|---|
| By 15 September | Despacho Normativo 7/2026, art. 5: enrolled in pré-escolar |
| 16 September to 31 December | Accepted conditionally in pré-escolar, with final acceptance depending on a free place in groups already formed, after the priority rules. Segurança Social says the child should apply to pré-escolar and may stay in the creche only if no place is found |
| 1 January to the end of the school year | Enrolment can be made during the school year and is accepted if there is a place; the child attends from the day the minimum age is reached |
What is pré-escolar and who enrolls the child?
The despacho says attendance in pré-escolar is optional and is for children from age three up to the age of entry into the first cycle of basic education. Basic and secondary school are compulsory from 6 to 18. Enrolment for the first time in pré-escolar is a formal enrolment, and the responsibility for it lies with the parent or guardian while the child is a minor. A child who enters pré-escolar can attend the educational activities and the activities that support families from the start date, if conditionally accepted.
The despacho also refers to the public network and the private network under agreement for pré-escolar. We did not read the Portal das Matrículas, so we cannot describe the online steps or the 2026/2027 enrolment period for pré-escolar here; our guide to enrolling a child in school gives what we read on the portal and the calendar.
What did we not confirm?
The Creche Feliz page and the despacho articles we read say nothing on residence permits, nationality, creche fees by income or the documents to bring. We also did not read the fees for the family support component of pré-escolar. Ask the creche, the school and your municipality, and check our guide on healthcare access for the health numbers a child may need.
For the school years that follow, see how public, private and international schools differ, and for the wider move, moving to Portugal with children.
What we read
On 19 October 2026: the Segurança Social page “Creche Feliz, Rede de Creches Gratuitas” (updated 21 April 2026) and Despacho Normativo 7/2026 of 14 April 2026 on Diário da República, articles 3, 4 and 5. We did not read the Portal das Matrículas, the family-contribution rules for creches or the fees of private creches.
FAQ
Is daycare free in Portugal?
Partly. The Segurança Social page on Creche Feliz says the measure guarantees a free creche for children in creches of the solidarity network, public creches and for-profit creches that joined the participating pool. We read nothing on what other creches charge.
How do I ask for a creche place?
For creches covered by the free measure, Segurança Social says that since 9 April 2026 requests are made only online, through its portal, in the section for searching places and managing creche applications.
Is pré-escolar compulsory in Portugal?
No. Despacho Normativo 7/2026 says attendance in pré-escolar is optional and is meant for children from age three up to the age of entry into the first cycle of basic education. School becomes compulsory from 6.
My child turns 3 in October. Creche or pré-escolar?
Segurança Social says children who turn 3 between 16 September and 31 December should apply to pré-escolar, and may stay in the creche only if they get no place. The despacho says such an enrolment is accepted conditionally, depending on a free place.
Do I need a residence permit to enroll my child?
We did not find a residence-permit rule on the two pages we read, and we cannot tell you what a creche or school asks. Ask the creche or the school directly.
