Proof of accommodation is not on the foreign ministry’s list of documents for a residence visa, but the checklists that the Portuguese posts and VFS publish for applicants ask for it, and what they ask for differs between the United States and the United Kingdom. For Britons the VFS checklists name deeds, a registered rental of at least 12 months or a host’s notarized term of responsibility; for Americans the Washington embassy’s checklists ask for a personal statement naming the type of accommodation, and for retirees proof of a permanent home for 12 months.
This guide says which document each page names, visa by visa, and what changes after you arrive. It sits next to our guide to renting a home in Portugal, which covers the lease itself, and to the application guides from the US and from the UK. It reports what official pages say on the day we read them. It is not legal advice, and the post that takes your application decides what it accepts.
What the pages say, and when
We read the ministry’s visa portal pages, the Washington embassy’s visa page and its checklists, Newark’s visa page and checklist, the VFS UK national visa page and its checklists, AIMA’s page on the general residence permit, and the consolidated texts of Law 23/2007 and Decree 84/2007 on the Diário da República, all on 18 October 2026. The newest document is the set of VFS UK checklists, whose pages are dated 29.09.2026, so that is the date of this guide’s information. The Washington checklists carry 10.11.2025 and Newark’s 28.05.2025. On the law, the latest change behind what we state is Law 62/2026 of 10 September 2026 (in force 11 September 2026), which the consolidated text of Law 23/2007 lists under article 78 on renewal; the renewal condition we quote, “Disponham de alojamento”, is in that consolidated article as we read it. Decree 1/2024 added the article on proof of accommodation to Decree 84/2007 from 18 January 2024, and the change to the family reunification housing article is Law 61/2025 of 22 October 2025. The ministry’s and AIMA’s pages carry no date of their own.
Does a residence visa application need proof of accommodation?
The answer from the official pages is “not on the ministry’s list, but often on the post’s checklist”.
| Source | What it says about accommodation for a residence visa |
|---|---|
| Foreign ministry, residence documents page | Lists general documents (form, photos, passport, proof of lawful status, travel insurance, criminal record, means of subsistence). Accommodation appears only for secondary school students (“Proof of having been hosted by a family or having secured accommodation in suitable facilities”) and volunteers (a host contract with a “guarantee of covering food and accommodation expenses”) |
| Law 23/2007, article 52 | The general conditions for a visa list no accommodation: they cover means of subsistence, a valid travel document, travel insurance and parental authorization for minors, among others |
| Law 23/2007, article 77 | Accommodation is one of the cumulative conditions for the temporary residence permit you request after entering Portugal |
| Washington embassy and VFS UK checklists | Ask for it, in different forms (below) |
The ministry says its documents are the mandatory initial ones and that “The consular post may request additional documents, at their discretion”. That is why two posts can ask for different things. When the page and the checklist differ, follow the checklist of the post that will take your application, and ask that post by email if it is unclear.
What do the American checklists ask for?
The Washington embassy lists one checklist per visa type, all footed 10.11.2025. Most of them ask for the same statement, and the retiree checklist adds a housing requirement.
| Visa checklist (Washington) | What it asks about accommodation |
|---|---|
| Employment, self-employment, remote work, accompanying a family member | A personal statement signed by the applicant, “specifying reason for settling in Portugal, intended area of residency and type of accommodations (rental, purchase of private property, or family home)” |
| Retirees, religious purposes or own income | The same statement, and a separate line: “The applicant is required to demonstrate that they have secured a permanent accommodation in Portugal for a minimum period of 12 months” |
| Family reunification | No accommodation line; the checklist asks for proof of stable means and the AIMA notification |
| Temporary stay, remote work | The statement, and “Proof of accommodation: Lease agreement signed or letter from inviting party or declaration from family member residing in Portugal along with Term of responsibility” |
Two cautions. First, the retiree line names no document, only the result: a permanent home secured for at least 12 months. A signed lease or deed is the obvious way to show it, but the checklist does not say so, and it does not say whether a lease must be registered. Ask the embassy or your VFS center before you pay a deposit. Second, every Washington checklist also asks for “Proof of Address in the USA”, a lease or a driver’s license, and the page says it is “for jurisdiction confirmation purposes”. That is your home in the United States, which decides which post covers you, not your future home in Portugal.
Newark’s page publishes its own residence checklists, updated June 2025 on the page and dated 28.05.2025 in the file. The retiree and own-income checklist there lists no accommodation proof. Newark’s list of general documents asks for the Portuguese tax number (NIF) and a bank statement or a Portuguese bank account opening declaration. Our US application guide covers which post covers which state, so check yours before choosing a checklist. We did not read the residence checklists of the New York, Boston and San Francisco posts for this guide, so check theirs before you rely on this section.
What do the British checklists ask for?
The VFS UK national visa page links one checklist per residence visa, each footed 29.09.2026. The employee, retiree, remote work, family reunification, accompanying-family and temporary stay remote work checklists all contain the same two items.
- A personal statement signed by the applicant, with the reason for the application, “The full address of the applicant’s accommodation in Portugal, including the postcode”, and the conditions of the intended stay.
- Proof of accommodation in Portugal, “demonstrated through one of the following”.
The three options are word for word the same on every checklist we read:
| Option | What the checklist says |
|---|---|
| Deeds | Deeds of property in Portugal in the applicant’s name |
| Lease | A rental agreement for a property in Portugal “with a minimum duration of 12 months from the intended date of arrival in Portugal, along with proof of its registration with the relevant Portuguese tax authorities” |
| Term of responsibility | A term of responsibility completed and signed by the host in Portugal, with the host’s signature certified by a notary, lawyer or solicitor, and accompanied by the host’s passport or ID and Portuguese residence permit if applicable, the host’s property deeds or rental agreement showing ownership or lawful use, and, where the landlord’s permission to host third parties is required, a notarized authorization from the landlord with a copy of the landlord’s ID |
The retiree checklist also says the means of subsistence “may be reduced by up to 50% where accommodation is demonstrably secured”, but it puts that note under the religious purposes entry, so do not assume it applies to a retiree. The VFS wording for the lease option links to something our renting guide explains from the law side: the landlord reports the lease to the tax authority, so ask your landlord for the proof of registration. For a lease you will also need a NIF first; see our guide to the Portuguese NIF.
The VFS checklist for the temporary stay remote work visa, which is for a stay of under a year, is the only one that adds: “Other types of accommodation may be accepted, including confirmed hotel or short-term bookings covering the entire intended period of stay in Portugal, subject to assessment of all submitted documents.” The residence visa checklists have no such sentence.
Which document counts as proof?
The lease itself, and what a tenant can expect from it, is covered in our guide to the rental contract and tenant rights.
| Document | Where a page asks for it | Point to check |
|---|---|---|
| Signed lease | VFS UK residence checklists (12 months minimum, with tax registration proof); Washington temporary stay remote work checklist | The renting guide covers what a lease must contain and who registers it |
| Property deeds | VFS UK residence checklists, in the applicant’s name | Applies only if you already own a property in Portugal |
| Term of responsibility from a host | VFS UK checklists with notarized signature; Washington temporary stay remote work checklist | The law requires proof of the signer’s financial capacity and a commitment to the conditions of your stay and removal costs |
| Letter from an inviting party or family member | Washington temporary stay remote work checklist, together with a term of responsibility | Only on that checklist |
| Hotel or short-term booking | VFS UK temporary stay remote work checklist, “subject to assessment” | Not named for residence visas |
| Personal statement naming the type and area | Washington checklists, VFS UK checklists with the full address | Signed by you |
The law describes the term of responsibility as a statement signed by a Portuguese citizen or a foreigner lawfully in Portugal. Its acceptance “depends on proof of the signer’s financial capacity” and it includes the commitment to ensure “the conditions of stay” and to repay removal costs after illegal stay (article 12 of Law 23/2007). AIMA approves the model, and the Washington embassy links a copy. Use the model from the post’s own page.
What does AIMA ask about your home after you arrive?
The law is firm here even if the visa lists are not. Article 77 of Law 23/2007 says that to get the residence permit you must meet cumulative requirements, including a valid residence visa, means of subsistence and “Alojamento” (accommodation), and article 78 says the same two conditions apply when you renew. Our AIMA process guide covers the appointment; here is what AIMA’s page on the general permit asks about housing:
- A declaration on honor of your residence address, saying how you live in the home (owner, tenant, subtenant, usufructuary, borrower and so on).
- If you own the home or hold a usufruct, a property registry certificate or the access code to it.
- If you rent or are hosted, a declaration from the landlord or host stating the legal basis for your use of the property.
Decree 84/2007, article 42-O, adds that the authorities check the declaration against the IRN database for owners and usufructuaries, or against the tax authority’s databases for tenants, subtenants and borrowers, and fall back on the certificate or the landlord’s declaration when they cannot. A hotel booking is not mentioned on AIMA’s page.
What about family members?
For family reunification, where a resident in Portugal asks AIMA to bring relatives, article 101 of Law 23/2007 requires the resident to have “alojamento, comprovadamente próprio ou arrendado” (accommodation, proved to be owned or rented), normal for a comparable family in the same region and meeting safety and health standards defined by ministerial order. We did not find that order in the pages we read. Our family reunification guide explains the step. At the visa stage, the ministry’s page says relatives apply after AIMA’s favorable decision, and the Washington checklist asks for the AIMA notification and identification of the family members, not for housing; the VFS UK checklist for family reunification asks the relative who applies for the same accommodation proof described above.

What should a newcomer do, in order?
The visa also asks you to show money: see proving funds for the visa.
- Open the checklist for your visa type on the page of the post that covers you (Washington, Newark and the others for Americans, the VFS UK national visa page for Britons) and note the date at the bottom.
- Decide how you will show a home: a lease signed before you apply, a deed, or a host’s term of responsibility. Ask the post by email if your situation is different (a short first lease, a family home).
- Get a NIF and, if the checklist asks for it, a Portuguese bank account, before you sign a lease. Our retirement visa guide and remote work visa guide cover the income proof that sits beside the housing proof.
- Ask the landlord for the proof that the lease was registered with the tax authority, if you apply from the UK.
- Keep the lease, the landlord’s declaration and the registry or tax information for the AIMA appointment after you arrive.
Official pages read for this guide, on 18 October 2026: the ministry’s residence visa, temporary stay and means of subsistence pages; the Washington embassy visa page and its checklists for employment, self-employment, family reunification, retirees and own income, accompanying a family member, remote work and the temporary stay remote work visa; Newark’s visa page and residence checklist; the VFS UK national visa page and its residence and temporary stay checklists; AIMA’s page on the general residence permit; Law 23/2007 and Decree 84/2007 on the Diário da República. We did not read the New York, Boston and San Francisco checklists, or the VFS US pages.
FAQ
Do I need a signed lease before I apply for a Portuguese residence visa?
It depends on where you apply. The ministry's residence visa page does not list one. The VFS checklists for the UK ask for property deeds, a rental agreement of at least 12 months with proof of tax registration, or a notarized term of responsibility from a host. The Washington embassy checklists ask for a personal statement naming the type of accommodation, and for the retiree and own-income visa proof of permanent accommodation for 12 months. Ask the post that covers you which document it expects.
Is a hotel booking accepted as proof of accommodation for a residence visa?
The VFS UK checklists for residence visas list deeds, a registered lease or a term of responsibility, and do not mention hotels. Only the checklist for the temporary stay remote work visa says other types of accommodation may be accepted, including confirmed hotel or short-term bookings covering the entire stay, subject to assessment. The Washington checklists do not mention hotels for residence visas.
What is a term of responsibility?
The law describes it as a statement signed by a Portuguese citizen or a foreigner lawfully in Portugal, accepted only with proof of the signer's financial capacity, in which the signer commits to ensuring the conditions of your stay and to repaying the costs of removal if you stay illegally. AIMA approves the model. The VFS UK checklists ask for the host's signature to be certified by a notary, lawyer or solicitor, with the host's documents and proof that the host owns or lawfully uses the property.
Does proof of accommodation lower the money I have to show?
The ministry page and the consulate checklists say the means of subsistence can be reduced by half when accommodation is secured, and by up to 90 percent when food is secured too, but they put that sentence under the religious purposes entry. The pages we read do not say it applies to retirees or remote workers.
What does AIMA ask about my home after I arrive?
AIMA's page for the general residence permit asks for a declaration on honor of your address stating how you live there (owner, tenant and so on), plus a property registry certificate if you own or hold a usufruct, or a declaration from the landlord or host if you rent or are hosted.
